Why is customs clearance the real bottleneck, not the ocean?

- The valuation check. If your declared value is below the customs reference value ("Argus"), the file goes to a manual review and the tax base is revised upward.
- Physical inspection. Usually a few days, but longer in peak periods or when the declared characteristics do not match the COC.
The practical conclusion: the work that shortens your lead time happens in China, before the car sails — not at the port of Algiers.
What causes additional delays?
- Transhipment. A route with an intermediate port adds roughly 7–10 days, sometimes more if the connecting vessel is delayed.
- Port congestion. Particularly during peak seasons; storage fees start accruing.
- Transit document rules. A vehicle sailing without a driver accompanying it is not granted the one-month transit document, and must be declared immediately at the port of entry. Plan for this: it removes the option of clearing later.
- Public holidays. Algerian and Chinese holiday periods both slow the administrative stages.
How do you reduce the risk of delay?
- Start the domiciliation first. It must be recorded before the goods leave China — reverse the order and the whole file is irregular.
- Commission the COC early. Allow the full 10–15 working days; do not treat it as a formality to be done the week before sailing.
- Verify the customs reference value before ordering, not after. It is the single figure that most often reprices an import.
- Check the ECTN number appears on the bill of lading before departure, not on arrival.
- Prefer a direct shipping line when the price difference is small; the transhipment saving is usually smaller than the delay it causes.
